Whilst preventive measures are generally considered to be desirable, the approach to prevention and health has been the focus of much debate. Health policy has increasingly emphasised the value of prevention rather than cure and has largely focused on individual lifestyles. This strategy has caused a great deal of controversy and has been challenged by those who argue that it fails to address the real determinants of health, which are seen to lie in social and economic factors. Poverty, poor housing and food policies, for example, would seem to be more important considerations in promoting health than 'healthy eating' or taking 'regular exercise'.

The circumstances which permit or enable people to live healthy lives are an essential prerequisite to healthy lifestyles. In other words, the divergent approaches to preventative health policy are closely allied to our interpretation or explanation of the relationship between social factors and health. For instance, to assume, that everyone can adopt a healthy lifestyle, i.e. partake of a balanced diet, sufficient exercise and so forth, fails to take into account the individuals' immediate circumstances and the environment in which they live, which may actually prevent the adoption of such lifestyles.
