Topic 2. The organization of the educational process at higher education institutions

Higher education institutions constitute the core of the Ukrainian system of higher education playing a significant role in training specialists for the national economy and making an important contribution to the progress in science and technology. Thus, the mission of higher education institutions includes not only the preparation of qualified professionals but also intensive research activities.

In terms of educational services, the major tasks of the Ukrainian higher education institutions are:

· Training of specialists for the national economy at relevant education-qualification levels and in compliance with state-established standards;

· Training of research and teaching staff to be employed at educational institutions of different levels;

· Studying of labor market demands and forecast of future employment trends;

· Supporting patriotism and esteem for the Constitution of Ukraine.

The State creates the legal basis for all activities performed by higher education institutions.

The Ukrainian educational laws, state policies give certain autonomy to the higher educational institutions in their activities. The State legislation defines the scope of autonomy and self-governance of Ukrainian higher education institutions, according to the principle of autonomy. Institutional autonomy assumes a possibility of a higher educational institution to engage in the following activities:

· Identifying suitable forms of studies and administration;

· Recruitment of teaching and research staff, and other personnel;

· Development of study and research programs;

· Publishing activities;

· Collaboration activities;

· Use of the institutional estate.

Research is an integral part of the mission of higher education institutions of the third and fourth accreditation levels. Integration of education and research is also a guiding principle of the Bologna Process. Academics employed in higher education institutions take an active part in basic and applied research in all fields. Research is especially important, not only for the modernization of the educational system, but also for Ukraine’s overall social and economic development.

Higher education institutions are either state funded or private.

Ukrainian higher educational institutions experience the same difficulties as the rest of the educational system. Financing is far below the norm; the number of computers and other advanced equipment does not meet modern requirements. The funds allocated for research are insufficient. Every year the number of students who receive education free of charge is shrinking, whereas the number of students who pay tuition fees is growing.
